An alternative solution is to re-enable plugin scanning for PLIDs and disable the unwanted plugins using the Add-on Manager instead. But maybe there's something else I have to do before the new install is truly virgin? You also may have disabled both Flash Players in Chrome. Maybe I should try an old Flash version next.
